Occupational Training Services, Inc. (OTS) is a private, nonprofit 501(c) (3) public benefit corporation that was formed in 1976 for the purpose of providing job training and employment opportunities for the economically disadvantaged, unemployed, and underemployed persons in San Diego.
OTS evolved from the Employment Consortium Project (ECP) which was a joint project of the Union of Pan Asian Communities (UPAC) and the Council of Filipino American Organizations (COPAO). ECP began in December 1973 as a job training organization aimed at serving the Pan Asian populations. In 1976, this project was separated from UPAC and COPAO, and incorporated as Occupational Training Services, Inc. (OTS). With this separation there was a change in the target populations to be served. No longer would the Pan Asian populations be the sole beneficiaries of the services offered. After incorporation in 1976, OTS obtained grants and contracts to serve unemployed persons, laid-off workers, and employed persons seeking skills upgrading including the Older Worker’s Program, On-the-Job-Training and the Summer Youth Program, Youth At Risk Program, Special Adult Population Program, among others.
In 1986, OTS introduced short-term vocational training programs in various trades to assist the population it served with the hard skills needed for them to become more employable. Among the courses offered included Computer Applications and Medical Office Administration.
Consequently, other courses were introduced as well to accommodate the changing demands of the marketplace. In addition, OTS developed working partnerships with various local agencies, including the San Diego Workforce Partnership among others, providing linked programs in collaboration with many social service and community development organizations county-wide. In addition, customized programs have been conducted for employers such as Coca-Cola, U.S. Elevator Corp., Teledyne Ryan Aerounatical, Saga, Rohr, Marriott, Hilton, Radisson, Owens-Illinois, Home Depot, General Dynamics, and NASSCO.
As we continue to grow, expand, and change to accompany the ever changing needs of the Technology Age, OTS has transitioned from providing short–term certificate programs to now offering low-cost half-day & two-day courses in various topics including Microsoft Applications, QuickBooks and Adobe Photoshop, Illustrator, and InDesign.
